• <br />• <br />COUNCIL WORK SESSION AUGUST 21, 1996 <br />Council noted that a mission statement had not been completed. Mr. Dunn explained that <br />the Committee would prepare a mission statement when all members are appointed. He <br />noted that an environmental inventory would be one of the first order of business. <br />This matter is on the Monday evening Council agenda. <br />TAX INCREMENT FINANCING SUMMARY, BRIAN WESSEL <br />A chart of current TIF districts was displayed. These districts are now basically 10 years <br />old. The City uses TIF to pay itself for improvements including street construction and <br />sewer and water utility improvements. TIF has been a useful tool to generate commercial <br />and industrial development within the City. When the ability to use TIF no longer exists, <br />Lino Lakes will have to compete with other communities for these types of developments. <br />One goal of these districts was to stay within a five (5) year payback period. Only one <br />business, Mag -Con, Inc. at 6 1/2 years, exceeds that goal. Another goal of the TIF <br />districts was to limit the benefit to no more than 15%.
