COUNCIL WORK SESSION AUGUST 21,1996 <br />TOWN CENTER PLANNING UPDATE, BRIAN WESSEL <br />Two mandates of the 20/20 Vision Project were that the City develop an identity and look <br />for a method to "kick-start" commercial development. Staff is proposing to satisfy both <br />mandates by developing a Town Center project. Mr. Wessel presented a proposal for a <br />Town Center and a timetable for the project, which he expected, would be privately <br />developed with assistance from the City. The proposal would include a variety of funding <br />options including Livable Communities funds. Total build -out of the Town Center would <br />probably be 10 years. <br />Several area developers have reviewed the Town Center proposal and they are interested <br />in the project. Fairview Health Clinic is very interested in building a clinic next spring <br />and a bank is also interested in the site. <br />Staff explained that architectural guidelines have not been established but would be <br />completed prior to the start of any construction. Staff is proposing to enlist the services of <br />some students at the University of Minnesota College of Architect would result <br />in a well-planned development at minimal costs. This is an extension of the <br />originally Apollo Business Park plat.
