• <br />• <br />COUNCIL MINUTES SEPTEMBER 23, 1996 <br />PUBLIC HEARING, UNPAID SEWER AND WATER UTILITY BILLS, MARY VASKE <br />Ms. Vaske explained that each year the Utility Department experiences difficulty collecting <br />payment on certain quarterly sewer and water bills. Bills left unpaid when a resident leaves Lino <br />Lakes are turned over to a collection agency, and most are collected in this manner. However, <br />those not successfully collected as well as other delinquent bills of current residents are certified <br />to Anoka County by resolution for collection with property taxes. Residents who have <br />delinquent utility bills were notified on August 19, 1996 of the impending certification action <br />and this public hearing. They will also be sent a final notice. The City will continue to accept <br />payments until October 14, 1996. <br />The purpose of this public hearing is to receive input from those residents who currently have <br />outstanding sewer and water bills. Following public comment and close of the public hearing, a <br />resolution detailing all delinquent accounts will be presented to Council on October 14, 1996 for <br />approval. <br />Mayor Landers opened the public hearing at 7:14 p.m. There being no public comment, Council <br />Member Kuether moved to close the public hearing at 7:15 p.m. Council Member Bergeson <br />seconded the motion. Motion carried unanimously. <br />CONSIDERATION OF APPROVAL OF 1996 OAKWILT SUBGRANT AGREEMENT, <br />MARTY ASLESON <br />In the absence of Mr. Asieson, Mr. Schumacher explained that for the past several years the City <br />of Lino Lakes has entered into an agreement with the State of Minnesota Department of Natural <br />Resources to cost share expenses for oak wilt control. This year's grant request of $3,300 is <br />based upon the estimated cost -sharable work to be performed. The grant dollars are used to <br />match the expense to property owners for vibratory plow work and high-risk tree removal. <br />Council Member Kuether moved to accept the $3,300 grant from the Department of Natural <br />Resources for oak wilt control. Council Member Neal seconded the motion. Motion carried <br />unanimously. <br />PLANNING DEPARTMENT REPORT, MARY KAY WYLAND <br />Consideration of a Minor Subdivision, Terry Miller, 6958 Lake Drive - In Ms. Wyland's <br />absence, Mr. Wessel explained that consideration of Mr. Miller's request for a minor subdivision <br />at 6958 Lake Drive will appear on Council's October 14, 1996 regular meeting agenda. This <br />delay is at the request of the applicant. <br />Consideration of Resolution No. 96 -129 Correcting Resolution No. 94 - 55 Vacating All <br />Existing Utility, Drainage & Roadway Easements in the Lino Industrial Park Lying Within <br />the Boundaries of the Apollo Business Park Plat Shown on Attached Map, Brian Wessel - <br />Mr. Wessel explained that in August of 1994 Council adopted a resolution intended to vacate all <br />existing utility, drainage and roadway easements within the Lino Industrial Park within the <br />
