<br />permits were issued by the third quarter of 1995, valued at $32,997,172. Mr. Kluegel added that
<br />the significant difference in valuation between 1995 and 1996 is due in large part to the proposed
<br />construction of Centennial School. Through September, 1996, 148 single-family home permits
<br />were issued, for a total valuation of $20,514,338. Permits for 144 single-family homes were
<br />issued for the same period in 1995, with a total valuation of $20,298,841. Industrial construction
<br />started since last quarter include the Progressive Engineering building project at a valuation of
<br />$625,000, the Northern Wholesale Building project at $1,880,450, and an EMTEC addition at
<br />$280,000. Ten (10) industrial buildings have been constructed in 1996, with a total valuation of
<br />$8,447,925. With respect to institutional construction, the East Central Anoka County Juvenile
<br />Center project is valued at $8,798,100, and Centennial Middle School at $23,781,663.
<br />Residential building activity remains strong, particularly in the Behm's Century Farm Addition,
<br />the Pheasant Hills subdivision, Clearwater Creek, and Pine Ridge III. Mr. Kluegel predicted
<br />approximately 200 new homes in Lino Lakes for 1996. Mr. Kluegel stated that the City's
<br />contractual agreement with Ken Peterson, the electrical inspector, is quite successful, particularly
<br />with the industrial and institutional projects. Mr. Kluegel projected that the fourth quarter, 1996
<br />looks equally favorable for all types of construction.
<br />Mr. Wessel stated that the industrial development in the last three years since the inception of the
<br />Economic Development Program has increased from $1,984,200 in 1995 compared to
<br />$8,447,925 through the third quarter, 1996. Future developments appear to be equally strong.
<br />Mr. Kluegel added permits have been issued for the new Health Partners Physicians Care Center,
<br />the Emergency Apparatus Building, the prison administrative wing addition, and the Rice Lake
<br />Church on Ash Street.
<br />Mayor Landers commended the Building Department's efforts, and expressed hope for continued
<br />commercial growth.
<br />Mr. Schumacher also commended the good planning of the Building Department, which has
<br />resulted in numerous new projects and the meeting of the City's goals over the past four (4)
<br />years.
<br />PUBLIC HEARING, VACATION OF PORTION OF DRAINAGE EASEMENT,
<br />OUTLOT A, COUNTRY LAKES ESTATES, DAVID AHRENS
<br />Mr. Ahrens explained that this public hearing is related to vacation of a drainage easement
<br />through Outlot A, Country Lakes Estates, which is located immediately north of Birch Street and
<br />immediately east of Deerwood Lane. In August, 1996, the City approved a minor subdivision to
<br />allow for the creation of a new parcel in this outlot, which previously had a drainage easement
<br />over the entire parcel. Due to some changes of the Rice Creek Watershed District, a condition of
<br />that approval was the vacation of a portion of the drainage and utility easement over that parcel.
<br />Mayor Landers opened the public hearing at 7:31 P.M.
<br />There being no public input, Council Member Bergeson moved to close the public hearing at
<br />7:32 P.M. Council Member Lyden seconded the motion. Motion carried unanimously.
<br />Consideration of Resolution No. 96 - 140, Vacating Portion of Drainage Easement, Outlot
<br />A, Country Lakes Estates - Mr. Ahrens indicated that Staff recommended adoption of this
<br />Resolution vacating a portion of the drainage easement over Outlot A, Country Lakes Estates.
