• <br />• <br />SPECIAL COUNCIL MEETING JANUARY 16, 1997 <br />Mr. Wessel noted the site is very unusual and suggested that housing be developed first. <br />However, the concept approval that staff is looking includes all of the planned uses in the <br />Village. He is looking to set the direction of development first so that the City ends up <br />with quality development. Mr. Wessel also noted that the Tagg property will contain all <br />of the housing with the exception of units over commercial establishments. Mr. Grebner <br />explained that if the Council does not want any rental properties in this plan, the <br />designers will have to revisit the plan. <br />Council Member Lyden said he would support senior housing and office development <br />with housing but would not necessarily support more town homes. He also asked if a <br />community center or a library was considered. Staff said yes, both have been considered. <br />Council Member Lyden said several questions need answers. Is tliis type of development <br />needed? Is this the right time for this development? Is the cost right? <br />Mayor Landers said that he sees housing as a plus because of the t � oxi of open <br />space. <br />Council Member Kuether asked about daycare facil es. I that daycare <br />facilities should probably be located near meeti <br />Mr. Wessel explained that once the Council s prove e Vi lage concept plan, each <br />proposed development within the :ht to Council for their approval. <br />The Town Center Comm ork on this project. <br />It was noted that <br />building and sugg <br />project inc <br />would be a <br />concerned about the location of the Police Department <br />ergency entrance be constructed. It was noted that this <br />e for some of the squad cars. The Police Department building <br />building with garages located in the basement. <br />Mr. Grebner ted that the Police Department building would be a real asset to the site. <br />Police protection will be a big issue especially to the commercial development. <br />Council Member Neal asked why Marshan Lake was not highlighted. Mr. Wessel <br />explained that the property next to Marshan Lake is owned by the Metropolitan Council <br />Open Space and is managed by the County. They are planning to locate a trail -head in <br />this area. Council Member Neal said he felt the Police Department should be very visible <br />and located next to the fire hall. He also noted that a public library is needed since the <br />Anoka County library in Circle Pines is too small. Council Member Neal was told that <br />this plan would make the current Police Department space available for commercial <br />development. <br />• Some concerns expressed by the Council were: is the public supportive of this concept, is <br />the plan market driven, Council will not have full command and buildings should be <br />PAGE 3 <br />
