COUNCIL MINUTES MAY 12, 1997 <br />reasonable for the road but he does not believe $14,000 is reasonable for a sewer he cannot <br />connect to. He stated he believes this consideration is putting the "cart before the horse" and <br />asked if his property will be immediately assessed $14,000 if he is not able to connect at this <br />time. <br />Mr. Ahrens advised no utility assessments in that location are being proposed, only upon <br />connection. <br />Mr. Hughes stated the issues of cost were not discussed specifically at the neighborhood <br />meetings. Ms. Ahrens stated they were discussed at the second neighborhood meeting and will <br />be discussed again in detail at the public hearing. <br />Mr. Hughes asked if the road will be constructed even if it is voted down by the property owners <br />and whether $14,000 would still be assessed to the home owner. Mr. Ahrens stated if utilities are <br />constructed, it will be assessed upon installation of the connections. <br />Council Member Lyden noted the Ware Road traffic count study information and estimate of 500 <br />cars with potential for 700 cars. Mr. Ahrens advised Mr. Hagen, SEH, who prepared this report is <br />in attendance to answer questions. Mr. Ahrens explained these are peak hour counts and the <br />current volume of Ware Road is 2,000 cars per day. It was noted that Miller's South Glen is <br />estimated to generate an additional 500 cars per day. Mr. Carlson estimated it will take three to <br />four years to complete this development. <br />Council Member Lyden stated he also does not support putting the "cart -before -the -horse." <br />Council Member Neal stated he supports the unanimous recommendation of the Planning & <br />Zoning Board. <br />Mayor Landers noted that denial of this request may eliminate the $98,000 Ware Road cost <br />contribution from Mr. Carlson's project. He asked about the potential impact if this contribution <br />is lost. Mr. Ahrens stated he would not recommend increasing the assessment to the residents <br />but that the difference be funded from State Aid funds. <br />Council Member Lyden asked if the Planning & Zoning Board approved this without a plan. Ms. <br />Wyland read their unanimous (one member absent) motion of recommendation for approval. <br />Council Member Lyden asked if the recommendation is contingent upon a plan for Ware Road. <br />Mr. Ahrens stated they did discuss this and, usually, once the Council has ordered the project, it <br />is constructed. It was noted the Council has not yet ordered the Ware Road project. <br />Mr. Hawkins advised if this project is denied, Mr. Carlson is not able to resubmit an application <br />for a period of 12 months. <br />Mr. Wessel explained Mr. Carlson has the choice to request an extension. <br />PAGE 13 <br />• <br />
