COUNCIL MINUTES MAY 12, 1997 <br />Mr. Ahrens asked Mr. Harvey if his concern is that one of the conditions address the drainage <br />requirement. Mr. Harvey stated this is correct. Mr. Ahrens stated this condition is included as an <br />amendment to the Planning & Zoning Board's original motion. He recommended this be <br />included in the Council's consideration. <br />Ms. Wyland recommended it be included in the preliminary plat consideration, not the rezone. <br />Mr. Harvey stated he does not oppose the development of Miller's South Glen but he does want <br />all of the Planning & Zoning Board's conditions of approval to be included. <br />Motion carried with Lyden voting nay. <br />Council Member Kuether moved to approve the MUSA Designation of Miller's South Glen. <br />Council Member Bergeson seconded the motion. <br />Ms. Wyland explained this will bring the remaining MUSA allocation down to 114 acres. <br />Motion carried with Lyden voting nay. <br />Council Member Kuether moved to approve the preliminary plat of Miller's South Glen with <br />conditions identified by the Planning & Zoning Board and adding the following conditions: <br />12. The developer shall correct any drainage deficiencies in Pine Ridge 2 and 3 off of Coyote <br />Trail. <br />13. The developer shall assist with Ware Road improvement costs at the rate of $2,000 per <br />lot for a total of $98,000 which shall be assessed entirely as part of Phase I. <br />Council Member Bergeson seconded the motion. <br />Council Member Lyden asserted the Council is in a "Catch-22" type of situation since it is <br />considering approval of Miller's South Glen with all of the Planning & Zoning Board's <br />conditions but Ware Road has not yet been ordered for reconstruction. <br />Motion carried with Lyden voting nay. <br />OLD BUSINESS <br />Discussion of the $5,000.00 Donation to East Grand Forks, Randy Schumacher - Mr. <br />Schumacher explained the Council approved a $5,000 donation to East Grand Forks, Minnesota, <br />for flood relief. However, the League of MN Cities has set up a flood relief program so that <br />cities can donate funds to a pool that will be distributed to Minnesota cities affected by the flood <br />and the League will recognize contributing cities at a later point. He explained if the Council <br />desires to use this program, they need to amend the original motion to send the check to the LMC <br />Flood Recovery Fund rather than to the Crookston Bank. <br />PAGE 15 <br />• <br />
