CITY COUNCIL WORK SESSION NOVEMBER 4,1998 <br />1998, 4:30 p.m. He stated he will have a list of questions from the candidates for the City <br />Council ahead of time. After his recommendation, a decision can be made and <br />negotiations started. <br />FOLLOW-UP, SEPTIC SYSTEM ORDINANCE ENFORCEMENT, JOHN <br />POWELL <br />John Powell stated another letter will be sent out in the near future regarding septic <br />system ordinance enforcement. The letter will include a list of pumpers and a resource <br />contact for financial assistance. Residents will have until next spring to comply. John <br />Powell noted the enforcement is not a heavy handed approach. <br />CONSIDERATION OF EXCESS PROPERTY, APOLLO DRIVE, PHASE 3, <br />JOHN POWELL <br />John Powell explained there are two (2) triangular parcels of property left from the <br />acquired Bruder property that the City does not need. He stated the adjacent property <br />owners may want to purchase the parcels. Each parcel is 4,300 square feet. John Powell <br />indicated the parcel locations on a map. The parcel to the south may be desired by the <br />Conoco property owners. The parcel to the north may be desired by the new bank site <br />owners. Each parcel is 4,300 square feet. If the parcels are purchased the property would <br />be back on the tax roll. The property owner would be responsible for the upkeep of the <br />property. John Powell recommended the City sell the parcels for $1.00 per square foot. <br />John asked if the parcel to the south would be needed in the future for the expansion of <br />Lake Drive. John Powell stated he will speak to the County and look at the Lake Drive <br />Corridor Study to determine if the parcel will be needed for future use. <br />Marty added that if the new bank property owners could acquire the north parcel they <br />would be able to move the entire project to the north and save a very large old Oak Tree. <br />It was the consensus of Council for John Powell to pursue a negotiations to sell the <br />parcels to the adjacent property owners and determine if the south parcel will be needed <br />in the future. <br />UPDATE, ENVIRONMENTAL FOCUS COMMITTEE, MARTY ASLESON <br />Marty stated that he participated in meetings held on October 29 and October 30, 1998. <br />These meetings were the best two (2) days of the environmental planning process that he <br />had participated in. The focus of the meetings were to look at how to structure the <br />planning part of the Environmental Inventory Plan. There is a lot of excitement about the <br />possibilities regarding open space and maintaining rural areas. He stated the consultants <br />would like to make a presentation to the Council on December 14, 1998. The consultants <br />have also asked about the possibility of the Council and City staff visiting conservation <br />areas in Chicago. <br />2 <br />• <br />• <br />
