CITY COUNCIL WORK SESSION APRIL 21, 1999 Mayor Sullivan advised that a motion and a second are needed to end a debate. Mayor Sullivan stated that with a new person in the Clerk/Treasurer position, it may be desirable to remove the Treasurer's responsibilities from the job description. A letter should be sent to the Charter Commission asking them to amend the Charter in this area.. DISCUSS OPTION AGREEMENT BETWEEN THE CITY AND BLAINE AMERICAN LEGION Ms. Waite _Smith stated the City Attorney would like the Council to be informed of the following aspects of the agreement: 1. The amount of money paid in exchange for the option is non refundable: but will be applied to the purchase price in the event of a sale. 2. COMPREHENSIVE PLAN UPDATE, JEFF SMYSER Mr. Wessel advised that a meeting with the Metropolitan Council was held last week. The target date for the proposed resubmission of the Plan including Metropolitan Council's comments to the City Council is June 26, 1999. A recommendation from the Metropolitan Council will be reviewed at the June 21, 1999, Council work session. Mr. Smyser distributed a memo titled MUSA Needs For New Growth and Existing Homes and reviewed the memo in detail. 2
