• <br />• <br />CITY COUNCIL WORK SESSION APRIL 21, 1999 <br />Through much discussion, it was determined that concerns regarding the Plan include a <br />quality issue, regulatory mechanisms, and the percent used for the overage factor for <br />MUSA. <br />A tentative agreement regarding MUSA was reached: Mr. Smyser will recalculate the <br />MUSA numbers using a flexibility/overage factor of 12.5%. A MUSA bank will be <br />established for the Commercial and Industrial areas, another MUSA bank will be <br />calculated for the new residential areas, and a third MUSA bank will be calculated for the <br />existing residential areas. A figure for MUSA availability for up to 2010 and for the <br />years 2010-2020 will be also be delineated. The revised figures will be reviewed at the <br />next work session. <br />Council directed staff to work with Mr. Brixius to draft the proposed regulatory <br />mechanisms as well as a method to measure these mechanisms. The Management Plan <br />should be ready for Council consideration at a special session during the first week of <br />June, 1999. <br />It was the consensus of Council to hold a special session for review of the Environmental <br />Management Plan on Wednesday, June 2, 1999, 6:00 p.m. <br />Council directed staff to invite the Comprehensive Plan Task Force to the public meeting <br />being held on May 18, 1999. <br />
