CITY COUNCIL WORK SESSION APRIL 21, 1999 <br />77TH STREET RIGHT-OF-WAY DISCUSSION, JOHN POWELL <br />This issue surfaced during discussions with property owners along 77th Street. The <br />problem is the road does not correspond with the right-of-way. The paved surface is <br />located at the extreme southern edge of the right-of-way and slightly beyond. <br />At this time, the City is unsure as to whether the entire right-of-way will be used. <br />Two (2) property owners have indicated they would like to get a consensus from Council <br />regarding how the right-of-way might be used in the future. <br />Council authorized Mr. Powell to confer with the City Attorney regarding the City's <br />rights in this situation. Mr. Powell will then obtain more detailed field information and <br />bring a recommendation regarding vacating a portion of the right-of-way to the next work <br />session. <br />Mr. Powell noted 77th Street is shown as a collector roadway an . ; eased use <br />once the shopping center to the south is constructed. <br />DISCUSS MAINTENANCE OF CIVIC COMP _ XNER <br />Mr. DeGardner distributed a Maintenance P ..' :r t„ is Complex. The proposal <br />identified general maintenance activities an e esti . ted costs. <br />Mr. DeGardner recommended the • ne ' dmtenance person to deal with the <br />routine maintenance. Thi � �L d .��s.ected to obtain a boiler license to <br />minimize the City's ne -d ct his service. Services beyond the basic cleaning <br />of the facilities w £ e contracted as well. He also recommended designating <br />$5,000 of the 199excess reserve to hire a summer seasonal worker to <br />assist with aintenance duties as well as other maintenance functions at the <br />Civic Com ated $30,000 will be needed to execute these recommendations <br />for the rema=' o "' 999. <br />Council authorized Mr. DeGardner to begin looking for a full time maintenance person. <br />Council also authorized $30,000 from the 1998 excess reserve to be used to fund this <br />position as well as the equipment needed for the position. The authorization includes the <br />understanding that this expense will be funded out of next year's General Fund.
