CITY COUNCIL WORK SESSION MAY 19, 1999 <br />2. Staff will keep the Metropolitan Council informed regarding the compromise <br />and revised data in the Plan. <br />Council indicated two (2) work sessions might be necessary to review the Plan. An extra <br />Council meeting may be necessary. <br />Staff distributed a memo regarding MUSA needs for the City. Staff reviewed the changes <br />in the MUSA numbers stating it was necessary to go through the GIS System again <br />because a number of areas were included as residential areas but have since been <br />changed. Also, some other land use has changed. Properties that cannot be built on were <br />pulled out of the totals. <br />Staff noted a 2% vacancy rate was used in the formula. The vacancy rate was based on <br />building permit information. <br />Some Council Members expressed concern regarding using a number for density that will <br />not allow for a variety in housing. <br />Council Member Lyden stated the MUSA numbers keep chan of support <br />the new numbers. Council Member Dahl said she does not have her notes and cannot <br />comment on that issue at this time. <br />Mr. Brixius distributed a memo regarding Growth Management Strategy - <br />Implementation Options. He touched briefly on the growth plan, ordinance changes, <br />MUSA reserve and the application of MUSA. <br />2 <br />
