COUNCIL WORK SESSION JUNE 9, 1999 <br />Hydric soils and wetlands were identified by using a combination of several sources <br />commonly used for long-range planning purposes. Discussion followed regarding how <br />much of the hydric soils should be included in the MTJSA. The process used to determine <br />the amount of hydric soils to be included in the MUSA is standard practice and staff <br />recommended that Council accept Mr. Brixius' analysis. <br />Council Member Lyden suggested that 50% of the identified hydric soils be added to the <br />MUSA now as buildable soils. This would increase the buildable MUSA numbers now <br />but decrease the buildable MUSA numbers needed for 2010 and 2020. Council Member <br />Bergeson felt that the Council should not be dictating what % to use because it is an <br />engineering issue. <br />Staff was directed to work with Mr. Brixius to determine how much of the hydric soils <br />can be built on. They have a group <br />that can be of assistance in this area. <br />Staff noted that the development agreement going before Council on Monday evening is <br />for the 1st phase of Clearwater Creek, 3rd. This encompasses approximately one-half of <br />the entire subdivision. Staff was directed to include the entire subdivision when <br />developing a plan to return some areas to its original natural state. <br />The tree replacement plan was briefly discussed. Staff noted that a tree preservation plan <br />is standard in all development agreements.
