CITY COUNCIL WORK SESSION AUGUST 4,1999 <br />Mr. Melton stated that it was very costly to construct the rink and it would be difficult to <br />move. He indicated he would be willing to give the rink to the City for the City to <br />maintain and operate. <br />Mr. Hawkins stated that if other compensatory storage can be found on the property, Mr. <br />Melton could convey a permanent easement for park purposes if the Park Board is in <br />agreement. The City can address the concerns of the neighbors better if the City is in <br />control of the rink. <br />Council directed Ms. Waite Smith to speak to Mr. DeGardner, the City Attorney, and the <br />residents involved regarding the rink and coordinate the issues based on this evening's <br />discussion. <br />This item will appear on the agenda at the regular Council meeting Monday, August 9, <br />1999, 6:30 p.m. <br />COMP PLAN UPDATE, JEFF SMYSER <br />Staff distributed a memo from Mr. Alan Brixius that compares the latest Comprehensive <br />Plan suggestions from Council Member Lyden with the 1998 draft Comprehensive Plan. <br />Council will review this memo and make comments and suggestions on how it will work <br />with the draft Comprehensive Plan at the next work session. <br />DEVELOPMENT PROCESS REVIEW SCHEDULE, JEFF SMYSER <br />Council was given a copy of the new 1999 Meeting and Application and Deadline <br />Schedule. The deadline to start the process will begin one week earlier than the current <br />schedule to give the Environmental Board time to review and comment on the projects. <br />Staff is trying to resolve other issues between the time a project is reviewed by the <br />Planning & Zoning Board and the time it is presented to the City Council. All Planning <br />& Zoning Board items will now come before the City Council on the first meeting of each <br />month. <br />The purpose of the revised schedule is to reduce unresolved issues and clarify the process. <br />The application for a project has been changed to include a statement indicating that the <br />project approval or denial period has been extended by another 60 days. By signing the <br />application, the applicant agrees to the extension. <br />CONDITIONAL USE PERMIT PROCESS UPDATE, JEFF SMYSER <br />• Staff distributed a memo outlining the new CUP review process. The new review process <br />will require that all CUPS be reviewed annually and a report drafted for Council review <br />
