In addition, the Police Department will be asked to provide information <br />regarding any complaints received about the use of the property. <br />OASIS/AMOCO PROJECT UPDATE, MARY KAY WYLAND <br />This item was continued from the July 21, 1999, Council work session pending <br />completion of site improvements outlined in the staff report. To date staff has not <br />received the ponding survey information or the final lighting analysis. Some deflectors <br />have been installed on the southerly light standards, however, there does not appear to be <br />deflectors on the canopy lights. <br />The primary issue is whether or not the City should allow a full-scale truck stop with <br />overnight parking at this prime location within the Town Center. The Police Department <br />and City Attorney have indicated that the Police Department cannot ticket individual <br />truckers for parking on private property because the City Code does not contain such a <br />prohibition. The only enforcement action available at this time is to revoke the CUP if <br />parking continues in violation of the approved CUP conditions. There is no condition <br />prohibiting parking at this time. <br />Staff noted the property owners could be asked to modify the site plan to keep trucks on <br />the freeway side of the property. <br />Council directed staff to speak to the property owners regarding additional buffering on <br />both sides of the parking lot, moving the trucks away from the residential area, and <br />complete the lighting requirements. Staff will inform Council by Friday if it is possible <br />to move the pied truck parking. Staff and the City Attorney will draft an ordinance <br />research whether an ordinance can be drafted that prohibits overnight parking on private <br />property. <br />This item will appear on the agenda at the regular Council meeting Monday, August 9, <br />1999, 6:30 p.m. <br />DISCUSS FUTURE DIRECTION OF CITIZENS ADVISORY GROUP (CAG) <br />MAYOR SULLIVAN <br />Staff distributed a letter from Mr. Jeff Reinert, Chair of the CAG. The letter outlines <br />future plans for the CAG. The letter also outlines a procedure for contacting the citizens <br />of the City and determining if they still feel that the City should continue the same <br />direction that was determined by the 20/20 Vision survey five (5) years ago. <br />Mr. Reinert will be asked to appear before the Council to speak about the purpose of the <br />CAG, provide a perspective on the CAG's past reports and provide additional <br />information as to where the CAG plans to go in the future. <br />
