COUNCIL MINUTES AUGUST 23, 1999 <br />Present Certificate of Appreciation to Lyle Carpenter, Mayor Sullivan - Mayor Sullivan <br />stated the City is recognizing Mr. Lyle Carpenter for his community leadership. Furthermore, <br />Mr. Carpenter is loyal, self-reliant, and happy to serve others, has very high standards, and <br />believes in discipline. <br />Mayor Sullivan continued noting several of Mr. Carpenter's accomplishments throughout the <br />years: Mr. Carpenter started the first Scout Troop in Lino Lakes; Mr. Carpenter was part of the <br />incorporation of the City of Lino Lakes; Mr. Carpenter was involved in the induction of Wetland <br />Management Ordinances; Mr. Carpenter received an award from the Suburban Area of <br />Commerce for work in the Chamber of Commerce; Mr. Carpenter was the Commander of the <br />VFW which has donated over $78,000 during his leadership. <br />Mayor Sullivan stated Mr. Carpenter is retiring from the VFW. She presented him a plaque <br />recognizing the example he has set by his life and thanked him for everything he has contributed <br />to the City of Lino Lakes. <br />Mr. Carpenter stated the early training he received in the Marines <br />veterans believe in service to their community. The first payment, due January 15, 2000, is <br />estimated to be $56,800. . This is down from their original estimate of $62,000.00. Either <br />party can terminate this agreement with two (2) years written notice. <br />Council Member Dahl moved to approve the six (6) year contract with Anoka County for <br />assessment services, as presented. Council Member Neal seconded the motion. Motion carried <br />unanimously. <br />Consideration of Block Party Request, Caribou Circle - Staff advised a block party is planned <br />on the Caribou Circle cul-de-sac staring at 5:00 p.m. on Saturday, September 11, 1999, and <br />ending at 10:00 p.m. <br />Both the Police Department and the Public Works Department have been given information <br />about the party. The Public Works Department will provide barricades for blocking the party <br />site. The Police Officer assigned to this precinct will probably visit the party. <br />2 <br />
