CITY COUNCIL WORK SESSION OCTOBER 6,1999 <br />The Council will be reviewing the Design Standards in January, 2000. <br />SHIRLEY KAYE'S BUILDING & EXPANSION - BRIAN WESSEL <br />Staff advised the application for a site plan review is for an addition to the existing <br />building for Shirley Kaye's, a bar and restaurant at Lake Drive and Hodgson Road <br />(CSAH 23 and CSAH 49). The plan includes additional dining/bar area, space for a new <br />liquor store, and paved parking. <br />The variances are requested because both the proposed new building addition and the <br />parking lot would not meet the shoreland setback from Ordinary High Water Level of <br />Rice Lake: 150 feet required on a natural environment lake. Another variance is <br />requested for the number of parking stalls. <br />Approval from the Rice Creek Watershed District regarding wetland delineation has not <br />yet been received. Staff advised they are recommending approval of variances with <br />conditions. <br />Staff noted that an extension would be needed if action wer • t _ , e day. <br />Council directed staff to provide a copy of the Envi a minutes relating to <br />this item in the Friday update. <br />This item will appear on the agenda at <br />1999, 6:30 p.m. <br />DEVELOPMENT AG <br />POWELL <br />Staff distributed a <br />installed improvem <br />relating to constructi <br />cil meeting Monday, October 6, <br />A FINANCIAL SECURITIES - JOHN <br />elopment Contract that the City uses for developer <br />e contract lays out the developer and City's responsibilities <br />The contract does comply with the Public Financing Policy. <br />Staff requested Council review all aspects of the contract, specifically those that require a <br />security. The goal is for Council to be more aware of the contracts in the next year and <br />for the City to better identify and track costs. <br />Staff reviews the current contract noting changes that will be made. It was determined <br />revisions on certain sections will begin at the next Council work session. <br />OAK BROOK PENINSULA EASEMENT VACATION - JOHN POWELL <br />Staff advised that additional information on this matter is needed before a <br />recommendation can be made.
