CITY COUNCIL WORK SESSION DECEMBER 8,1999 <br />before. He stated he has preliminary plat approval and would like to proceed with the <br />project. He added that he has questions regarding the City approval process. <br />Council requested Mr. Baylor to make a list of his issues and concerns regarding the <br />City's approval process. Council will then review the list and respond accordingly. <br />Mr. Baylor stated he would like to continue to negotiate with the City. He asked if the <br />project could continue knowing that the approval has expired. <br />Council advised Mr. Baylor will not have to go through the entire City approval process <br />again, if conditions for approval are met within the specified time frame. <br />Mr. Glen Rehbein, owner of the adjoining property, stated a market study has been done <br />regarding the construction of a grocery store in the Town Center. If the City has interest <br />in that construction, the city should move on the opportunities available. The City of <br />Blaine has shown interest in developing nearby property for a superstore Target that <br />includes a grocery store. <br />Council directed staff to do the following: <br />1. <br />Confirm to Mr. Baylor, in writin t e p still viable. <br />2. Continue negotiations with <br />3. <br />or regarding road payment and <br />Developer's Agree ��� t s �' City and Mr. Baylor. <br />Request <br />and qu <br />vid s Council with any additional information <br />ing ` the City's approval process. <br />4. �e �� ttorney will investigate the legalities relating to <br />nstraints of preliminary plat approval and final plat <br />ro'» al. <br />This item will appear on the Council work session agenda Wednesday, December 15, <br />1999. <br />HUGO WENZEL FARM DEVELOPMENT, JOHN POWELL <br />Staff advised discussions have been held with the City of Hugo regarding the Wenzel <br />Farm development that borders Hugo and Lino Lakes. The City of Hugo has requested <br />water service from Lino Lakes. Staff advised the City could provide service to the <br />development with no interruption of service or quality to the residents of Lino Lakes. <br />The next step is to bring Council a Joint Powers Agreement for review. Staff added they <br />believe providing service to the development is positive for the City from a revenue and <br />emergency connection standpoint. <br />2 <br />
