COUNCIL MINUTES JANUARY 24, 2000 <br />The Planning and Zoning Board recommended approval of this minor subdivision and variance <br />on a 7/0 vote based on conditions. Staff also recommended approval. <br />Council Member Carlson referred to the minutes of the January 12, 2000, Planning and Zoning <br />Board regarding splitting the lot. She suggested a condition be added to approval relating to the <br />Comprehensive Plan showing the area as R-1. <br />Staff advised this issue has been discussed with the property owner. The area is currently shown <br />as multi -family because of a pending purchase that fell through. The property owner is agreeable <br />to changing the designation on the draft plan to R-1. <br />Staff expressed concern regarding taking formal action with the draft plan. <br />The City Attorney agreed it is inappropriate to take formal action on a draft plan. <br />Council Member Carlson noted it was understood at the Planning and oard meeting that <br />the designation would be changed. <br />Mayor Bergeson stated he does not believe Council should i <br />happen in the Comprehensive Plan. He clarified that th <br />applicant was not resizing one lot. <br />Staff added the variance is for the four -(4 perty. <br />Mr. Tom McDonough, 25 Ash Str <br />does not want to purchase the <br />proposed plan to designate <br />pproval what should <br />reason for this item if the <br />hada buyer interested in the land. The buyer <br />age. 'Ie stated he is in agreement to changing the <br />Council Member Carl o approve minor subdivision and variance based on the <br />following conditions: <br />1. <br />The applicant provides a current survey of the two -(2) new parcels. The lot <br />containing the dwelling shall be one acre in size with 227' of lot frontage and <br />configured as indicated on sketch B that is attached. The vacant parcel shall be <br />combined into one 4+ -acre parcel. <br />2. The applicant shall provide documentation that there is an alternate site for a <br />septic system on the existing home site should the existing system fail. <br />3. Park Dedication shall be required for any new construction on the largest <br />parcel per the Subdivision Ordinance. <br />4. The draft Comprehensive Plan be amended to show the area as single family <br />residential. <br />8 <br />
