COUNCIL MINUTES MARCH 13, 2000 <br />• Pheasant Hills 11th Addition Final Plat (3/4 Vote Required), Jeff Smyser — Staff advised this <br />request involves represents the final phase of the Pheasant Hills Preserve Development, Pheasant <br />Hills 11th Addition. The plat consists of 50 single-family lots. The property is Zoned R -1X, Single <br />Family Executive and indicated as residential on our land use plan. <br />A development agreement and financial guarantees are in place. The City Engineer has approved the <br />final grading and utility plans. A trail connection will be provided, as indicated in the preliminary <br />plat, that will connect the existing neighborhood park to the northern portion of Sherman Lake Road. <br />Staff recommended approval of the final plat for Pheasant Hills Preserve 11th Addition subject to <br />approval of the Title Work by the City Attorney. <br />Council Member Dahl moved to approve final plat for Pheasant Hills Preserve l lth Addition, subject <br />to approval of the Title Work by the City Attorney. Council Member Carlson seconded the motion. <br />Council Member Carlson advised the Council previously approved 105 homes and another 50 with <br />this project. She stated the proposed Comprehensive Plan calls for 14 <br />advised she would vote in favor of the project because the plan is <br />does concern her however, that the Council should mean what <br />mes per year. As required by the ordinance and as one of the <br />conditions of the appro .M. Development has submitted a complete site plan application for <br />the townhomes develop s" nt. The site plan was subject to the review of the Planning and Zoning <br />Board for recommendation and the approval of the City Council. <br />Ms. Sherman reviewed the site plan in detail. She advised the site plan is consistent with the general <br />layout submitted with the preliminary plat and it meets the intent of the ordinance regulations. <br />Ms. Sherman noted the Fire Department expressed concern about the townhomes addresses. Staff <br />will be working with the Fire Department to address all concerns. <br />Ms. Sherman recommended approval of the site plan based on conditions outlined in the report. <br />Council Member Carlson moved to approve the final plat for Highland Meadows West and approval <br />of the site plan for Highland Meadows Multi -Family Area based on the following conditions: <br />
