• <br />• <br />CITY COUNCIL WORK SESSION MAY 17, 2000 <br />Staff added the City Attorney has advised that if the City acts on May 22, 2000, to direct <br />staff to prepare a moratorium ordinance and establishes the public hearing date, the City <br />can delay approvals of applications for new towers until the study is completed. <br />Staff recommended this item be added to the May 22, 2000 agenda. The report will be <br />prepared and forwarded to Council Members on Friday. It will describe the purpose of <br />the moratorium and detail the Council action to initiate the process for adopting the <br />moratorium. Staff will confer further with the City Attorney to ensure proper legal issues <br />are covered. <br />Council Member Carlson requested information regarding tower plans for the City of <br />Blaine and Hugo. Staff advised Hugo does not have a tower plan. Several surrounding <br />communities have indicated they want to be a part of the study. Staff advised that the <br />moratorium will be for approximately 90 days. Staff added that the City cannot prevent <br />the companies from providing service. Staff read the information from the Federal <br />Communications Act, 1996.
