Mr. Hedberg presented the 1999 Audit Report. Mr. Hedberg reviewed the auditor <br />communications in detail and noted the following two (2) findings: <br />1. Any bids over $25,000 must be published in the legal newspaper. <br />2. Bid documents were not retained on file in two (2) separate instances. <br />Mr. Hedberg referred to page 12 of the Comprehensive Annual Financial Report <br />regarding the auditor's opinion. He briefly reviewed the opinions. <br />Mr. Hedberg referred to the Report to Management booklet noting the areas of <br />importance are the auditor's comments made and financial statement analysis. The Council has <br />agreed to look at all them within a certain time period. <br />The City Engineer stated there are utilities in the White Bear Township area. The flow <br />from the City of Lino Lakes was taken into account when the utilities were installed. <br />There is currently not a joint powers agreement with White Bear Township. White Bear <br />Township is re-evaluating service in that area. The City of Lino Lakes will not extend <br />utilities in that area. <br />Council Member Reinert asked if the utilities will be installed in 2010-2020. The area <br />across Centerville Road is guided for low to medium density housing after 2010 on the <br />draft land use plan. <br />The City Engineer advised the City would then hook up to that service. At that time it <br />may be the Metropolitan Council sewer. <br />
