Council Member O'Donnell asked if the vision for the development is to attract drive-by <br />business or destination business. He expressed concern regarding the impact of traffic. <br />Mr. Smith advised they are looking at a combination with mixed use. He stated the <br />development will not bring huge traffic volumes into the area. <br />Mayor Bergeson stated the request is a zoning issue. He advised he is not ready to <br />commit to a rezone. The utility issue is a minor detail. Staff <br />expressed concern about the possibility of the pond being needed for excess drainage at <br />some time in the future. <br />Council Member Reinert stated the area has been dry for the past few years. He asked <br />how much of the dry weather is affecting the level of the pond. <br />Ms. Susan Nygaard, resident of Lino Lakes, came forward and distributed pictures of the <br />pond noting there is currently no water in the pond. She stated that the City told her last <br />year they need to go through an entire season to see what happens with the pond. <br />Council Member Reinert asked if the pond will bounce back naturally. Staff advised the <br />water may drain out if the City adds water now. Staff noted that they believe the pond <br />will bounce back eventually. <br />
