Council Member Landwehr expressed concern that large scale traffic problems are being pushed on to the counties which in turn push them on to the cities. Council Member Wickstrom stated the cities have a need to get residents from their homes to the freeways. She asked if there were any plans to improve County Road J to 35E. Engineer Powell explained that doesn't seem to be a high priority for either Ramsey or Anoka County. Council Member Landwehr said incremental steps to address the problem are not being taken. Council Member Huffman asked if the Lino Lakes Council opposes Anoka County's plans. Mayor Bergeson responded that his view is a minority view. City Manager Schwerm stated CSAH 49 appears to function well as a two-lane road most of the time, except for people passing on the shoulders and bottlenecks at County Road J and the 694 bridge. Council Member Huffman asked what it would take to get a traffic signal at County Road J. Mayor Martin asked Engineer Powell if Anoka County has enough right of way at County Road J to add turn lanes there if a signal is installed. Engineer Powell replied that he doesn't believe the intersection would need to be widened beyond what is currently available.
