CITY COUNCIL WORK SESSION OCTOBER 18, 2000 <br />Council Member Reinert clarified that Mr. Lyden would not need a variance if his <br />property was .9 acres larger. <br />Mr. Lyden stated he would like to begin construction in January 2001. <br />The City Planner reviewed the City process regarding variance requests. He advised <br />every variance must go through the City process. He noted the deadline for the December <br />Planning and Zoning meeting. <br />Council Member O'Donnell stated it looks like the spirit of the ordinance is to keep <br />unattractive buildings off smaller lots. He stated he could support the variance request if <br />the building has a nice design. <br />Council Member Reinert stated it is an issue of aesthetics and he would also need to see <br />the design of the building. <br />Acting Mayor Dahl indicated she could support the variance <br />TOWN CENTER UPDATE, MARY ALICE DIVINE <br />Staff referred to a timeline regarding the Town C the next six (6) months. She <br />stated staff will be meeting with developers man Director to put together the <br />numbers for a letter of intent and contract w ; the 9 downers. Staff will be making a <br />ten minute presentation to the Metropo ext week. Staff advised Ms. <br />Carolyn Krall,Studioworks, is prese a presentation regarding the development <br />plan that was part of the Livable application. <br />Ms. Krall came forward an • e resentation regarding the Master Plan for the Town <br />Center noting the followi �' s re ting to the planning process: <br />1. How to the vision — make the plan more REAL <br />2. Underst • m_" the site realities and the market realities <br />3. Bridging e gap — obtaining and effectively leveraging Livable <br />Communities grants <br />Ms. Krall stated she is aware of the issues regarding density and stated she needs specifics <br />regarding the quality of housing the City wants. She reviewed the Eagle Ridge plan <br />noting the specifics of the housing types and density. <br />Ms. Kra11 reviewed the two (2) revised plans for the housing mix within the Village in <br />detail noting the average density for the first plan is 19 units per acre with a three (3) <br />story apartment building; 21.8 units per acre with a four (4) story apartment building. <br />The second plan has an average density of 20.4 units per acre. <br />2 <br />
