CITY COUNCIL WORK SESSION OCTOBER 18, 2000
Staff advised there is the need to envision the plan and have discussions regarding the
different options.
Ms. Krall stated she would like to present images and designs at the next meeting.
Council Member O'Donnell asked how much of what happens in the northern quadrant
will impact the southern quadrant.
Ms. Krall advised some uses will want to be on this site. The northern quadrant has
better access to the freeway. If there is a larger anchor on the site, the smaller commercial
sites may be affected. Senior housing and housing in general will affect the traffic for the
retail businesses. Developers have indicated this is an issue.
Council Member Reinert inquired about the dynamics of the live/work units. Ms. Krall
reviewed the dynamics of live/work units noting the area will be s-.r'.s more and more of
them.
Council Member O'Donnell inquired about a time frame e e may have
multiple developers competing to develop the propert istributed a copy of
the implementation steps. She stated that she does ot s type of housing
market will slow down. However, she indicated.. ot •elieve there will be many
developers looking to develop Traditional N oo a evelopments in the Twin
Cities because there is still the ability to bui § outsi s of this market. Ms. Krall advised
the next step is to meet with the develo t e i e number work.
Acting Mayor Dahl requested a li
stated she likes the second pl
there is more open space.
ents to view within the Twin Cities. She
e are not apartments along the freeway and
ted a copy of both plans.
TEMPORARY FA :o' ICS ' £TURES UPDATE, JEFF SMYSER
Staff distributed a mems eg ding temporary fabric structures. Staff advised they are
made of a metal pole frwith fabric stretched over it. People are using these structures,
for inexpensive storage of vehicles or other items.
Staff advised these structures are not addressed in the building code. No building permit
is required. Staff expressed concern regarding snow loading, but stated snow likely will
slide off the fabric. Citizens who put up such a structure do so at their own risk.
The placement of the structure and its size are two (2) other issues. Staff will consider
these fabric structures as accessory structures. As such, they must: 1) meet setback
requirements for the zoning district, and 2) the maximum accessory building square
footage for the lot size will apply. The aesthetics of these structures may be questioned,
but the City has no ordinance to address that.
3
