CITY COUNCIL WORK SESSION NOVEMBER 22, 2000 <br />another drawing pointing out the enhanced green space, parking areas, and pedestrian <br />pathway. He reviewed the proposed architectural design of the Target store noting how it <br />relates to the proposed design standards. <br />Mr. John Payton, Engineer for the project, came forward and reviewed an aerial map of <br />the site noting that because of the soils, three -(3) storm water pond site will be created. <br />He also reviewed the grading plan noting the sanitary sewer locations. He stated it is very <br />important to Target that they have two (2) accesses to the site. <br />Staff advised that a neighborhood meeting should be scheduled as soon as possible <br />because the border of 77th Street is critical. The neighborhood meeting is tentatively <br />scheduled for next month. <br />Council Member Carlson stated it appears that staff and the developer are working on the <br />issues related to the project. She stated she is anxious to hear the <br />Environmental Plan. She stated that this plan is different from <br />before. She asked if the developer is willing to agree to not <br />the site. <br />Mr. Palmquist advised the idea of a service station <br />current proposal does not include a service statio <br />not putting in a service station. <br />from the <br />ouncil has seen <br />ce station on <br />ssed with staff. He <br />stated he also worked on the Midway Wards and Arden Hills ROTC Center. <br />Mr. Palmquist stated there are similar Targets under construction in Rochester, <br />Minnetonka and Chaska. The Shoreview Target will be expanding to a Super Target. <br />Council Member O'Donnell asked for comments on the traffic study. The City Engineer <br />stated the traffic study will look at the whole corridor down to the Town Center. The <br />study will address Target's request for another access. The Village area will also be <br />included in the study. <br />
