CITY COUNCIL WORK SESSION DECEMBER 6, 2000 <br />TOWN CENTER UPDATE, MARY ALICE DIVINE <br />The Economic Development Director advised the Council needs to discuss four (4) issues <br />relating to the Town Center: Livable Communities Grant, Dellwood LLC project, <br />Economic Feasibility Study, and the Design Standards. <br />The Economic Development Assistant stated the Livable Communities Grant Committee <br />recommended that the City receive $450,000. The committee has asked if that amount <br />will be enough to secure the land. Staff has indicated to the committee that $450,000 is <br />not enough to secure the land and talked to them about flexibility with the funding. Staff <br />reviewed a memo from Metropolitan Council staff sent to the City Council outlining <br />conditions relating to the grant money. The City will have to look at alternative steps to <br />secure the land and begin development. The City has been invited to the advisory <br />committee meeting in January 2001. <br />Mayor Bergeson advised staff to find out when the meetingis <br />conditions before that meeting. <br />Council Member Carlson noted a response to the m <br />discuss the <br />e y December 13, 2000. <br />The City Administrator advised staff to puts • ogether for Council in the Friday <br />update. Staff will continue to <br />work with Dellwood LLC. Staff has not yet received a response to the City's concerns <br />relating to the project. Dellwood LLC has indicated they cannot make the application <br />submission for the January Planning and Zoning Board meeting. The project has been set <br />back at least one month. Staff added the Traffic Input Study has been completed and <br />submitted by TKDA. <br />The City Engineer advised a draft version of the study relating to the additional access has <br />been submitted. The complete study has not yet been completed. The study indicates a <br />second access could be accommodated with other improvements to Lake Drive. The <br />draft study has been submitted to the developer for comments. <br />Council Member Carlson asked if dollars have been put in escrow for the stoplight. The <br />City Engineer advised dollars were put aside through a letter of credit through the <br />
