Staff has not yet had time to review this issue. Council Member O'Donnell clarified that the study has indicated a second access point is possible. The City Engineer advised a second access is possible with other improvements to Lake Drive. The Economic Development Director stated there have been seven (7) studies done relating to the Town Center over the last few years. Staff feels this is a good time to conduct an economic feasibility study. The Finance Director has agreed to head up the study with the help from consultants. The study will be a 60 -day study beginning in January 2001 to be completed in March 2001. The cost of the consultant can come from the initial Livable Communities grant. The Finance Director will make a presentation regarding this issue at the first work session in January 2001. The Economic Development Assistant referred to the issue of the desi_ standards. Council Member Reinert stated the lifting of the design standards is a trade off for a Target store. Mayor Bergeson stated a discussion should be held regarding how the design standards fit into the proposed project and grant on Monday prior to or after the regular Council meeting. Staff needs direction regarding the design standards. Council Member Carlson stated all proposed projects should be held to the same standards that the existing businesses had to go by.
