COUNCIL MINUTES DECEMBER 11, 2000 <br />Staff has published the vacation, as required, in the legal newspaper and Mr. Prybylski is the only <br />affected property owner. In staff's review of the request, there is no reason to keep this right-of-way <br />due to the newly constructed extension of Lois Lane easterly and would, therefore, recommend <br />adoption of the Ordinance No. 17 — 00, vacating the right-of-way. <br />Council Member Carlson moved to approve FIRST READING, Ordinance No. 17 — 00, as presented. <br />Council Member Dahl seconded the motion. <br />Staff advised this matter includes a public hearing. <br />Council Member Dahl withdrew her second. Council Member Carlson withdrew her motion. <br />Mayor Bergeson opened the public hearing at 6:51 p.m. <br />Council Member Dahl moved to close the public hearing at 6:51 p.m. Council Member O'Donnell <br />seconded the motion. Council Member Reinert voted yea. r voted yea. <br />Motion carried unanimously. <br />Consider Approval of Preliminlad Meadows West 2nd Addition, Jeff Smyser — <br />Staff advised Highland Meada pl: ned development overlay (PDO) which received final <br />plat approval in April 2000 s eadows West 2nd Addition includes land within the northern <br />portion of Highland est. The 2nd Addition will create four (4) lots: two (2) new single <br />family lots and two (2 ti ? contain existing houses. It was also create a 45 ft. extension to <br />Marilyn Drive. <br />Staff presented their analysis of the preliminary plat noting the Environmental Board considered the <br />original application on October 25, 2000. The Board recommended avoiding piecemeal development. <br />Staff advised the Planning and Zoning Board reviewed the project at its November 8, 2000, meeting. <br />There were a number of minor items to be corrected with revised plans before City Council review. <br />The application submitted the revised plans and additional information. A lot was increased in size to <br />meet the minimum above the pond elevation, a second outlot was attached to the larger outlot, and the <br />Rice Creek Watershed permit was updated. Therefore, three (3) conditions approved by the Planning <br />and Zoning Board have been resolved and do not appear in the recommended conditions below. <br />Staff recommended approval of the preliminary plat based on conditions. <br />
