CITY COUNCIL WORK SESSION JANUARY 3, 2001 <br />The City Planner advised the project had 22 lots when the Planning and Zoning Board <br />approved the plat in 1998. The lot configuration has not changed. <br />Mr. Barry Rice, 660 Fox Road, came forward and stated that he believes Mr. Carlson is a <br />responsible developer. He stated he would like to have a responsible developer for the <br />project because development is going to occur eventually. He stated the County will not <br />put traffic lights on Highway 49 until more traffic is there. He stated he is in favor of the <br />roadway going through to 62nd Street. He stated the City can allocate MUSA for the <br />project. He stated he lives on the north side and was aware of potential development <br />when he moved there. He stated he believes it is time for the development and Mr. <br />Carlson has a good record with the City. <br />Council Member Reinert stated he wants to look at both sides of the issue. He stated the <br />plan calls for barricades at this time. The impact will not be immediate. The plan does <br />not have a trigger for the removal of the barricades. He suggested the trigger to remove <br />the barricades could be the reconstruction of Highway 49. <br />Mayor Bergeson stated that trigger does make some sense. Th i the one to <br />determine when the barricades come down. The criteria co here are <br />adequate roadways to handle additional traffic. <br />Mr. Tom Drow, 6317 Red Maple Lane, stated . e several meetings regarding <br />this issue. At an earlier meeting, an option w r disc ed that involved blocking the road <br />to the north. The 22 lots could empty = o ' nd '� eet. 62nd Street could be <br />resurfaced with sewer and water iso ution would allow development to <br />proceed and not involve the c nstruction. The main concern of residents <br />is the traffic from Birch S u as . possible short cut. <br />Mr. Marvin Emly, u ' 1 6 reet, came forward and inquired about other connections <br />such as 62nd Street oad J and 62nd Street east to Holly. He stated there are <br />other roads within t ' itr that need reconstruction before 62nd Street. He added that the <br />contractors of 62nd S et should be contacted about the way it was constructed. <br />Staff advised that the extension of 62nd Street to Holly is included in the transportation <br />plan of State Aid roads. The extension will happen at some point in the future. <br />Mr. Mike Pojar, 6255 Red Maple Lane, stated the City Planner had indicated the current <br />plan is the same as the plan in 1998. He asked if it is the same plan. <br />The City Planner advised the plan from 1998 is very similar to the current plan. The <br />location of the wetland boundaries may vary slightly. <br />Mr. Pojar inquired about the reason the project did not move forward in 1998. The City <br />Planner advised he would have to research the details but believes that the Council at that <br />time did not approve of the project so the developer withdrew it so it was not denied. <br />
