COUNCIL MINUTES FEBRUARY 26, 2001 <br />the speed limit be reduced from 50 to 45 miles per hour. If passed, this resolution will be forwarded <br />to Anoka County and the Minnesota Department of Transportation for consideration. <br />City Engineer Powell noted the resolution does include a statement regarding speed limit consistency <br />with the roadway in Shoreview. <br />Acting Mayor Dahl asked if the resolution will lead to a roadway study that may create a higher <br />speed. City Engineer Powell replied the resolution does not request a speed study and staff will make <br />that clear. <br />Council Member Carlson moved to adopt Resolution No. 01— 32, as presented. Council Member <br />Reinert seconded the motion. Council Member Reinert seconded <br />the motion. <br />Council Member Carlson "` ouncil has had discussion regarding the role of City Boards. <br />She stated she does not w ` to ove a project until all City Boards have had a chance to review. The <br />resolution was tabled at the vironmental Board and has not been reviewed by the Planning and <br />Zoning Board. The Planning and Zoning Board will review this item next week. She stated she can't <br />vote to move a project along without allowing the project to go through the entire City process. <br />City Engineer Powell stated the report is not intended to evaluate utilities within the subdivision. The <br />developer has asked for guidance regarding design and utilities. Also, there has been concern with the <br />Old Birch residents relating to utilities. The report is intended to give the developer guidance to <br />provide trunk utility service to the site. <br />Council Member Carlson stated she does not feel that the Council should take action before all the <br />Boards have reviewed the request. She stated she wants the other Boards to make a decision without <br />the Council making a prior decision. <br />10 <br />
