• <br />COUNCIL MINUTES FEBRUARY 26, 2001 <br />City Planner Smyser stated he does not feel the study is taking action on the project itself. The design <br />of the project can not go any further without knowing about utility service. The developer needs to <br />know the best way to serve the property. Also, residents of Old Birch want to know when City <br />services will be available to them. The developer will pay for the study. <br />Acting Mayor Dahl stated she believes supporting the study is getting ahead of the other City Boards. <br />She noted that she thought utility improvements came further down the line in a project. <br />City Engineer Powell stated the developer can't proceed with the detailed design of the plan until he <br />knows how the area will be served. The study is needed for detail regarding this plan. The City has <br />does this in the past such as the 4th Avenue improvements in 1994. <br />Council Member O'Donnell inquired about how long the study will take. City Engineer Powell stated <br />the plan will be received by the Council on March 12, 2001. The developer is looking for guidance <br />on how to proceed. The City Boards may review on an assumption of to serve the area. That <br />may change after the study is conducted. <br />Council Member Carlson stated the project will need sewer ay of Old Birch or Kildeer. <br />The developer did look at purchasing property to connect i er. g was determined that would be <br />too expensive. The developer has to connect at Old Bi ch. <br />City Engineer Powell stated that is incorrect. Th t pl shows a connection at Kildeer. These <br />• are options that need to be explored. <br />Council Member Carlson stated that hal h: 'o'ect is not in the MUSA or Phase 1 Growth Area. <br />She stated there are too many unansw . s . s and she is uncomfortable approving the study at <br />this time. <br />Acting Mayor Dahl asked if +'y w' be reviewed by the City Boards. City Engineer Powell <br />stated the study is not rev Swed b Environmental Board or the Planning and Zoning Board. <br />Council Member Carlson sled e would like to table the study until March 26, 2001, so the City <br />Boards have time to review . efore Council action. <br />Council Member Reinert inquired about a sense of urgency regarding the study. City Engineer Powell <br />stated staff will give the developer the best possible guidance without the study. He stated he believes <br />the developer will proceed even without the study. <br />City Planner Smyser stated the feasibility study is one of the first steps in the project. The concern is <br />the plan going through the Environmental Board and Planning and Zoning a second time with <br />revisions. Reviews may be a waste of time without a feasibility study. The developer and the City <br />need to know how the property can be served. <br />• City Engineer Powell added staff will provide the best information they can if the study is not <br />approved. <br />11 <br />
