COUNCIL MINUTES FEBRUARY 26, 2001 <br />City Planner Smyser noted the Planning and Zoning Board also recommended approval on a 4-0-1 <br />(Rafferty) vote to approve this minor subdivision based on conditions at their February 13, 2001 <br />meeting. <br />City Planner Smyser reviewed the information regarding zoning for commercial/residential <br />comparing the existing land use map to the proposal. <br />Mr. Rockey Goertz came forward and referred to a sketch of the concept plan noting the plan will go <br />through the City process. He stated the land needs to be split up for a business deal. The street layout <br />does have the County's blessing. The right -in right -out option has been approved. The preliminary <br />plat will be submitted in March 2001. <br />Council Member Carlson asked if the right -in right -out will be at the same point as the access. <br />Mr. Goertz stated the right -in right -out will be a little to the north of the access. The access will then <br />be eliminated. <br />Council Member Carlson moved to adopt Resolution No. 01 — b`d o he following conditions: <br />1. Dedication of 27 — 29.73' of right-of-way ' de ted " ong the west property line of <br />both Parcel A and B as required by Anoka unt <br />2. This is e s cond reading. After approval of the second reading, the ordinance <br />will be published in the new aper. The ordinance becomes effective 30 days after the publication <br />date. <br />To summarize, Qwest proposes to construct a 135 -foot high tower for antennas for wireless telephone <br />service. Such towers are not allowed in the Rural zoning district. City Hall Park currently is zoned <br />Rural. Towers are allowed in a PSP Public Semi -Public district. Qwest has requested rezoning City <br />Hall Park to PSP. <br />Council Member O'Donnell moved to approve the SECOND READING, of Ordinance No. 03 — 01, <br />as presented. Council Member Reinert seconded the motion. <br />Council Member Carlson voted yea. Council Member O'Donnell voted yea. Council Member <br />Reinert voted yea.
