CITY COUNCIL WORK SESSION MARCH 21, 2001 <br />be temporarily stepping in. The YMCA is looking at extensive programming for the <br />Chain of Lakes facility. <br />Council Member O'Donnell stated the Board unanimously approved to move forward <br />with the City site. The City now needs to consider the impact of the additional three -(3) <br />acres and explore all options. The City also has to consider the possibility of future <br />expansion of the facility. <br />Economic Development Director Wessel advised staff has met with Springsted. A report <br />will be given at the April 18, 2001, Council work session. <br />Target/Ryan, Brian Wessel — Economic Development Director Wessel advised there is <br />a new scheme and schedule as of 4:00 p.m. today. He reviewed the original plan and the <br />revised plan that was presented at the last meeting. <br />Economic Development Director Wessel stated one of the original retailers has indicated <br />they would like to be a part of the project. Staff will be reviewing revised plan <br />that includes the junior department store tomorrow. The revise . wo include off- <br />site wetland mitigation. Target plans to break ground Sept open the store <br />in July 2002. <br />Council Member Carlson asked if the wetland <br />Development Director Wessel stated the wed <br />options are being looked at. <br />n resolved. Economic <br />have not been resolved. Several <br />City Engineer Powell noted th ; ' uerare regulated by the wetland Conservation <br />Act. <br />Council Member P • nn nquired about the second access to the site. Economic <br />Development Direstated two (2) entrances are still essential to the plan. <br />City Engineer Powel dvised the traffic study is almost complete. The County will be <br />reviewing the study. <br />Council Member Carlson asked what the vacation of 77th Street will mean to existing <br />residents and businesses. <br />City Engineer Powell advised he has not had any contact with Ryan Companies regarding <br />this issue.
