CITY COUNCIL WORK SESSION MAY 9, 2001 <br />Mayor Bergeson suggested Council Members take time to review the letter and refer the <br />request back to the Finance Director. Details regarding the options are needed from the <br />Finance Department. <br />Council Member Carlson advised she would like to see what physical enhancements are <br />going to be made to the buildings. She also asked for verification that there would not be <br />additional requests for monetary assistance to pay for architectural upgrades. Mr. <br />Palmquist verified that the entire request for financial assistance was included in the <br />$778,100 request being presented and there would be no additional requests presented. <br />Council Member Carlson stated her concern relates to what the community is getting in <br />return. She stated she wants to compare the request to the Feasibility Study that was just <br />completed. She also indicated EDAC needs time to review the request. <br />Council Member O'Donnell stated he wants to see an analysis regarding the impact to <br />individual residents. <br />Council Member Reinert asked how the figures were derive.,y <br />costs. <br />f recoverable <br />Mr. Palmquist explained how each figure relating t rec vera costs was derived. He <br />stated the City needs to determine if they want th 'n the City. <br />Council Member Dahl inquired about the fi sistance to the other retailers <br />involved in the project. <br />Mr. Palmquist stated all of the ou 11 ' wed into the Ryan Companies figure. The Council will receive an overview of that <br />Mr. Bill Whitrock, Arch ct for Ryan Companies, came forward and displayed drawings <br />of both Kohls and Target. He reviewed some of the details of the buildings noting he is <br />the architect for Ryan Companies and it is his job to bring the whole plan together. <br />Economic Development Assistant Divine advised the Phase 1 applications for the 2001 <br />Livable Communities Demonstration Account grants are due May 16. The application is <br />a repeat of the one made last year, requesting funding for the extension of Town Center <br />Parkway to provide access to the residential neighborhood as shown on the development <br />plan, and to construct the neighborhood streets, alleys, sidewalks, and streetscape <br />amenities. <br />Economic Development Assistant Divine reviewed the highlights of the application <br />including the funding request. <br />2 <br />
