CITY COUNCIL WORK SESSION AUGUST 8, 2001
Council Member Carlson inquired about the cost of sewer and water and asked if the
Bisel Amendment would be applied. City Engineer Powell advised he can not say what
the cost of sewer and water would be without conducting studies. The Bisel Amendment
would probably not be applied in this case because the utilities are not being extended
just to serve that subdivision. Trunk funds would be used to pay for the sewer and water
and would be reimbursed when connections are made.
Council Member Carlson asked if the Trunks Funds are being used for the Target/Kohl's
project. City Engineer Powell indicated he is not sure where the funds for that project are
coming from.
Council Member Carlson asked if it is reasonable to look at the costs from the Vicky
Lane/Nancy Drive project and assume the costs would be comparable. City Engineer
Powell stated the costs would be comparable without the restorati ;, . • sts.
Council Member Carlson stated individual property assess
Street due to the different lot sizes. City Engineer Powel
petitioned against such as in the Ware Road project.
unless they hook up or subdivide.
Council Member Reinert stated it seems that
options are to place a barricade on the north
trail on 62nd Street.
Council Member Dahl asked wh
Funds are used to reconstruct
would go forward for 2002
62nd Street. He reviewed
changes yearly.
e higher on 62nd
essments can be
d not have to pay
tions ave been answered. The
sh the road through and construct a
o the Elm Street project if State Aid
ty Engineer Powell advised Elm Street
on. Funds can be borrowed ahead for 2-3 years for
nds in the State Aid Fund noting the amount
Council Member Reine " ask= d if a condition should be placed on approval that states
construction traffic must ay on 62nd Street. City Engineer Powell advised the City
would have to work with the City Attorney to incorporate that into the approval. The
City has tried to do that before but enforcement is an issue. The north end of the roadway
could be blocked until the lots and houses are built. He noted that some State Aid Funds
may have to be used for streetscaping on the Hwy. 49 project.
Council Member Dahl asked if 62nd Street would be reconstructed if the project is not
approved. City Engineer Powell advised end Street would not be a high priority if the
project does not go through.
Mr. Jeff Hagen, 6207 Hollow Lane, stated he is baffled by the idea of the development.
He bought his home in this area because it is a low traffic area. A cul-de-sac is a better
idea for the project.
2
