CITY COUNCIL WORK SESSION AUGUST 22, 2001 <br />12TH AND HOLLY PRELIMINARY PLAT, JEFF SMYSER <br />City Planner Smyser advised the Land Holding Group has submitted a preliminary plat <br />for the northwest corner of 12th Avenue and Holly Drive. The Planning and Zoning <br />Board reviewed a concept plan of the plat on January 10, 2001. The Planning and Zoning <br />Board first reviewed the preliminary plat on February 13, 2001 and the item was tabled <br />pending the TWAFAA, tree preservation plan and grading submittals. The additional <br />information was provided and the Planning and Zoning Board reviewed the application <br />on June 13, 2001. The Board recommended that the project be denied because of <br />concerns related to access and safety issues; no neighborhood consistency and driveways <br />located on the cul-de-sac. <br />City Planner Smyser reviewed the staff analysis of the prelimina plat . dvised staff <br />is recommending approval based on conditions. <br />Council Member Dahl referred to the concerns of the Plan sn ' oning Board noting <br />the concern that all lots wouldn't be part of the neireated. <br />Mayor Bergeson stated there is no ordinance that sa s a @ has to develop <br />neighborhoods. <br />Council Member Dahl stated she would like, o see a ; e lots created into a <br />neighborhood. <br />Council Member Reinert inquired abou <br />City Engineer Powell advised the <br />reconstructed. He also commented on the concerns of the Planning <br />and Zoning Board Members. The developer does feel the plan complies with all City <br />ordinances. <br />Mayor Bergeson inquired about MUSA. City Planner Smyser advised the property is in <br />the existing MUSA. <br />Council Member Dahl noted the Environmental Board also had concerns about the <br />driveways. <br />5 <br />
