CITY COUNCIL WORK SESSION SEPTEMBER 19, 2001 <br />Councilmember O'Donnell referred to the Comprehensive Plan map and asked which <br />growth plan the property is in. City Planner Smyser advised a portion of the property is <br />in the long-range growth plan after 2020. A 10 -acre parcel can be broken off and sold <br />and not interfere with the Comprehensive Plan. <br />Mr. Keefe stated he does not want to sell 10 acres. By selling two (2) 2.5 -acre parcels, <br />more profit will be made and a larger portion of the property will be kept in the family. <br />Councilmember Reinert stated it appears there is a hardship in this case. He inquired <br />about any possible options. City Planner Smyser stated the subdivision would vary from <br />the growth plan that was worked on for the past several years. The question is whether or <br />no the City wants to comply with that growth plan. <br />Councilmember O'Donnell stated the Council may have to look at the overall policies in <br />place for that area as opposed to looking at this request individually. <br />Councilmember Carlson asked if the maps have been submitter t politan <br />Council. City Planner Smyser advised the maps have not e ub & _ d but <br />redrawing the lines does not solve the problem. <br />Council Member Carlson stated the zoning ordi st. . the Council cannot base this <br />request on finances. <br />Acting Mayor Dahl stated she thou , , on e City could not have 2.5 or 5 -acre <br />parcels is due to the soil con ted she does not think there are any soil <br />problems in this area. <br />City Planner Smy advi one . the reasons for not allowing smaller parcels unless <br />there are utilities i . area is guided for growth in the future. <br />Council Member 0', onnell clarified the zoning and growth stage for the areas adjacent <br />to the property. He asked if it is more in line to sell eight separate 1 -acre R-1 lots. City <br />Planner Smyser indicated that is a possibility. The property would have to be rezoned <br />and have utilities extended. The growth area line would also have to be moved down. <br />Mr. Keefe stated he believes it would be cost prohibitive for him to bring sewer into the <br />area. <br />Acting Mayor Dahl inquired about the amount of MUSA left in the bank. City Planner <br />Smyser indicated there is some MUSA left in the bank and this is an area that the MUSA <br />can be used in. Mr. Keefe could sell off a chunk of the property and have a developer <br />develop it. The City would then have to move the growth line on the map. <br />4 <br />
