CITY COUNCIL WORK SESSION NOVEMBER 21, 2001 summaries are not indicating that. The residents were led to believe that they would have input to the road design. The only input residents have had is where to put the bushes. Mr. John Hudgens, resident of Lino Lakes, stated he finds it hard to believe that Ramsey County can do things that Anoka County cannot. Shoreview lowered the speed limit on that roadway and it seems that they are still getting the turn -back funds. He stated he feels that Anoka County can do the same things, but they don't want to. Residents were told that the old design was out and the plan would start over. The road is still a four -(4) lane road. The County did change the speed limit to 45 mph but did not change the amount of right of way or the amount of lanes. He expressed concern regarding the construction easement and noted residents do not want to lose th ees. The southbound roadway at two (2) spots is the only problem with the urn lanes would eliminate the two -(2) problem areas. She stated she is ing down and the City will not have a road that will be Community Development Director Grochala reviewed the history of the roadway project noting there are reasons why the two counties have different criteria for roads. He reviewed the policy relating to temporary easements. City Engineer Powell indicated he will request a written statement from Ramsey County regarding this issue. He will also ask the County if they can have 86 feet of right of way if the City purchases the additional right of way. He noted -the City does have the need for utility extensions down to County Road J. Councilmember O'Donnell stated he is very concerned that if the City doesn't work this out while it has a voice the County will do the project without City approval.
