CITY COUNCIL WORK SESSION DECEMBER 5, 2001 He stated the City has a Comprehensive Plan and he thought staff would work on the ordinances and then the City Boards would review them. The City needs a very precise plan of attack. Community Development Director Grochala stated staff does know what needs to be done in terms of the ordinances. There are a number of things that can be started without approval of the Comprehensive Plan. The concern is the City will have plats come in before the moratorium is in effect. The reference to the 147 homes in the Comprehensive Plan is not in itself enough to deny a subdivision. If it is needed then it should be put in place for six months to get the ordinances done. Community Development Director Grochala stated he does not think this process needs to go a whole year. If there were no task force, the Boards would have less incentive to buy -in to the final result.
