The <br />proposed schedule indicates construction would begin in spring 2003. <br />Community Development Director Grochala indicated staff feels the project should move <br />forward and then the property owners can determine if the project will happen. He noted <br />the City's pay back period for the assessments is 15 years. <br />Councilmember Capra asked if the property owners were assessed for the current <br />roadway. <br />Community Development Director Grochala stated there were no assessments to the <br />property owners when the current roadway was constructed. There will be a 30 day appeal period. <br />Mayor Swedberg stated another issue is the difficulty of getting on Main Street. There <br />will have to be some type of traffic control.
