COUNCIL MINUTES JULY 8, 2002 <br />Councilmember Dahl moved to adopt Resolution No. 02-70, Approving Site and Building Plans, <br />Emergency Apparatus, with conditions as listed in the staff report. Councilmember Reinert seconded <br />the motion. <br />Motion carried unanimously. <br />Resolution No. 02-70 can be found in the City Clerk's office. <br />Consideration of Resolution No. 02-72, Authorizing Preparation of a Surface Water <br />Management Plan, Mike Grochala — Community Development Director Grochala advised the City <br />of Lino Lakes is required to prepare a Surface Water Management Plan that must, at a minimum, <br />meet the requirements for local plans in Minnesota Statutes, Section 103B.235 and be in conformance <br />with Watershed District, Management Organizations and Metr. itan Council plans. The City's <br />"first generation" plan was adopted in 1994. Since this time boce Creek Watershed District <br />and the Vadnais Lake Area Water Management Organization ha <br />management plans. As such, the City is required to update i <br />requirement as part of the Metropolitan Council's review o <br />d their watershed <br />lan. The update is also a <br />y's Comprehensive Plan. <br />Community Development Director Grochala indicate •,. A, the City's Engineer, has submitted a <br />proposal to prepare the plan for a not to exceed cos + . $4 , 0. The project is proposed to be funded <br />by the City's Surface Water Management Fund. established Surface Water Management <br />Charges in 1992, in part to cover the costs of l t anagement planning. It is anticipated that <br />a draft plan will be completed within 90 day xecuting the proposal. <br />Community Development Director Gro ised City staff recommends the adoption of <br />Resolution No. 02-72, Authorizing P a k . f a Surface Water Management Plan. <br />Councilmember Reinert questione . , e cost of the proposed plan update, how long will the new <br />Surface Water Management «': va ®ce updated. Community Development Director Grochala <br />anticipated that the updated p 4 o i be valid for a number of years, although he had no solid <br />answer to this inquiry. He indi ted the second generation of such a plan is usually the plan's final <br />stage and he anticipated minor u ates to the plan in the future as other local water management plans <br />are updated. <br />Councilmember Carlson noted this plan is a requirement as part of the Metropolitan Council's review <br />of the City's Comprehensive Plan. She questioned whether there were other plans the Metropolitan <br />Council was waiting for to complete their review of the Comprehensive Plan. Community <br />Development Director Grochala stated this was not the case. <br />Councilmember Carlson asked what triggers an update to the Surface Water Management Plan. <br />Community Development Director Grochala indicated, after any update of the local water <br />management plans, the City has up to two years to update their Surface Water Management Plan to be <br />in compliance with those updates. <br />12 <br />
