COUNCIL MINUTES JULY 8, 2002 <br />Councilmember Dahl noted the City's Surface Water Management Plan must be updated to be in <br />conformance with the Rice Creek Watershed District's water management plan. She asked if TKDA <br />will be working with the Watershed District in these efforts. Community Development Director <br />Grochala responded affirmatively. He noted the Rice Creek Watershed District is a reviewing <br />authority, as well as the Vadnais Lake Area Water Management Organization. <br />Councilmember Dahl noted the City had granted the Metropolitan Council a 60 -day extension to their <br />review of the Comprehensive Plan. She questioned whether the approval of the City's <br />Comprehensive Plan was being held up for receipt of this plan update. Community Development <br />Director Grochala stated the update to this plan was not the cause of Metropolitan Council's review <br />delay. He anticipated that the update of this plan would be a conditional approval of the City's <br />Comprehensive Plan, if necessary. <br />Councilmember Dahl requested confirmation that moving forty; with this plan update at this time <br />would show the Metropolitan Council that the City is following �r with this process. <br />Community Development Director Grochala stated this was co <br />Councilmember Carlson moved to adopt Resolution No. 02 A thorizing Preparation of a Surface <br />Water Management Plan. As part of the project an alternative analysis, studying alignment alternatives along <br />Main Street connecting with TH 61 was prepared. Four potential alignments through the City of <br />Hugo were reviewed as part of the process, including 140th Street, 142nd Street, 145th Street (the <br />existing alignment), and 147th Street. <br />Community Development Director Grochala indicated at this point Washington County is in the <br />process of preparing an Environmental Assessment (EA) for the project. This process will involve <br />studying the environmental impacts of the proposed project, including the alignment alternatives. <br />However, Washington County is recommending that the 140th Street Alignment Alternative be <br />eliminated from further study because of environmental impacts, right-of-way and construction costs, <br />and travel patterns._ <br />13 <br />
