CITY COUNCIL WORK SESSION JULY 17, 2002 <br />The site is located adjacent to and south of Birch Street and a quarter mile west of <br />Centerville Road. <br />Community Development Director Grochala reviewed the staff analysis noting the <br />Environmental Board reviewed the request on March 27, 2002 and June 26, 2002 and <br />recommended denial of the request due to excessive wet characteristics of the site, and <br />incomplete information needed to process the plat. He noted all information required has <br />now been submitted by the developer. The Environmental Board also submitted a <br />recommendation to consider if the proposal is approved. <br />Community Development Director Grochala advised the Planning and Zoning Board held <br />a public hearing and reviewed the proposal at its July 10, 2002 regular meeting. The <br />Board recommended approval of the Rezoning and PrelimiPlat with the conditions <br />included in the staff recommendation. The Board also reco ed approval of the <br />MUSA allocation with the following conditions: <br />a. She indicated she believes the project involves too many <br />homes being built in only two years. <br />Community Development Director Grochala stated a lot of times phasing depends on the <br />land itself and the cost of installing utilities. <br />Councilmember Reinert asked if the City will have to maintain the outlots. Community <br />Development Director Grochala stated there is no maintenance on the wetlands. There is <br />a policy issue regarding greenways. The City will have to maintain storm water ponds. <br />
