CITY COUNCIL WORK,SESSION JULY 17, 2002 <br />Community Development Director Grochala distributed and reviewed a memo regarding <br />the 62nd Street trail. He advised the Council approval of the West Shadow Ponds <br />development included a condition that stated the following: <br />"A trail shall be constructed on 62nd Street before grading begins on the project". <br />No details of the actual trail construction were defined at that time. <br />The purpose of the temporary trail was to provide for pedestrian and bicycle traffic safety <br />during the interim period between the opening of West Shadow Lake Drive and the <br />reconstruction of 62nd Street. <br />In accordance with the condition of approval, the Develope. ck Carlson, constructed a <br />pedestrian/bike trail along 62nd Street from Ware Road to the �s. ection of 62nd and the <br />proposed West Shadow Lake Drive extension. Where adeq e ri -of-way was <br />available, the trail is separated from the road (2 feet) an. :' 6" wide. However, <br />there is an approximately 900' of the trail that is not sep @ : ted ¢i om the road due to a <br />limited right-of-way width of 33 feet. This stretch o ai gimes essentially a paved <br />shoulder with a variable trail width of 3' 10" to 4'ith an approximate one to two <br />foot gravel shoulder. <br />Councilmembers have expressed concern e width of the paved shoulder area <br />and questioned why the entire trail was n ® • arated from the road. <br />Community Development Director'; cha reviewed the staff analysis and advised that <br />while the paved shoulder area do sent the ideal situation it does provide a safer <br />area for pedestrian and bicycle ed shoulder section of trail is generally <br />consistent with the minimum req ; • = idth of four feet for a bike route (paved shoulder) <br />used when a separated tr fe • . Given the temporary nature of the trail, staff's <br />only recommendation wo k_ • + e e stri •e the pavement along the paved shoulder area to <br />delineate the bike lane. <br />Councilmember O'Donnell asked about acquiring additional right-of-way for the trail. <br />Community Development Director Grochala stated the feasibility study will address the <br />possibility of acquiring additional right-of-way. Staff cannot recommend moving forward <br />with acquiring additional right-of-way because there is no funding source at this time. <br />Councilmember O'Donnell stated he is concerned that staff is asking the Council to <br />accept a situation for the short term but staff does not know for sure if it is only for the <br />short term. <br />Community Development Director Grochala advised the City is looking at the <br />reconstruction of 62nd Street next spring. <br />
