COUNCIL MINUTES AUGUST 12, 2002 <br />Public Services Director DeGardner indicated project manuals were sent to eight contractors. Sealed <br />bids were opened on July 2, 2002. Two bids were received with Global Specialty Contractors, Inc. <br />being the lowest responsible bidder at a base bid of $106,632. <br />Public Services Director DeGardner indicated the low bid was higher than anticipated. He and Mr. <br />Richard Gray, Landscape Architect of TKDA have reviewed this issue and have looked at several <br />options including whether to modify the bid proposal, re -bid the project, or to accept the low bid. <br />They considered modifying several line items, such as omitting the load testing of piers and omitting <br />the grouting of pier shafts. Several substitutes, such as using poured concrete rather than pavers on <br />the stairs and open areas, were considered. However, the identified cost savings are marginal and will <br />detract from the aesthetics of the project and its longevity. After considering several options, he was <br />recommending that the City proceed with the project and award the bid to Global Specialty <br />Contractors, Inc. with a base bid amount of $106,632. <br />Public Services Director DeGardner advised funding for this pro <br />This project was approved by the City Council as a component o <br />2002 goals, totaling $75,000. Councilmember <br />Consideration of Receiving Bids and Awarding Highland Meadows Park Development — Phase <br />1 Project, Rick DeGardner, Public Services Director DeGardner advised Highland Meadows Park is <br />a four -acre park located at 624 Ario Lane and will primarily serve the residents of the Highland <br />Meadows Additions, Bluebill Ponds, Mar Don Acres and the Twilight Acres developments. This <br />park was master planned earlier this year with input from neighboring residents at two master <br />planning meetings. A copy of the master plan is attached. <br />Public Services Director DeGardner indicated the Phase One Project consists of the removal of plant <br />material, general earthwork, installation of trails, asphalt paving for the 1/2 court basketball court, <br />concrete walks and play area curbing.
