COUNCIL MINUTES <br />AUGUST 12, 2002 <br />Spirit Hills Commercial Development, to the Monday, August 26, 2002, regular City Council <br />meeting. Councilmember Dahl seconded the motion. <br />Motion carried unanimously. <br />Councilmember Carlson noted the City's Comprehensive Plan has a policy section, which was <br />approved by the City Council in June of 2001, and she had marked the sections she felt related to this <br />development proposal, which she reviewed. She noted this site has 8,000 square feet of wetland and <br />the applicant was proposing to mitigate on-site 3,041 square feet of the wetland. She indicted <br />according to the City's requirement for 2:1 replacement, this replacement should be 16,000 square <br />feet. She questioned whether this would occur in the area of the subject site. <br />Councilmember Carlson noted the City's Comprehensive Plan requires infrastructure for the new <br />development to be financed by the developer. She indicated th ty needs to know what Anoka <br />County will require with regard to the roads in this area and how F. improvements will be paid for. <br />Councilmember Carlson noted the City's Comprehensive PI <br />setbacks and buffering for new commercial developments a <br />noted that the property across Birch Street from the prop <br />that the City Council should consider how this entire <br />s the requirements for <br />to residential neighborhoods. She noted in order to grant a conditional use permit there are number of criteria that <br />must be met, as follows: <br />• "Will not be detrimental to or endanger the public health, safety, comfort, convenience or <br />general welfare of the neighborhood or the City." <br />Councilmember Carlson believed this proposed development would create a more dangerous <br />situation and facts are required on what improvements are to be made to the intersection. <br />• "Will be served adequately by essential public facilities and services, including street..." <br />26 <br />
