COUNCIL MINUTES AUGUST 12, 2002 <br />• revised JPA will be prepared, submitted to Centerville staff for review, then brought to the Lino <br />Lakes City Council for consideration. <br />City Engineer Studenski reviewed the project improvements and the scope of the project, which <br />involved a connection at Main Street to approximately 650 feet south to the three properties on the <br />Centerville side of the road and the property on the Lino Lakes side. <br />City Engineer Studenski indicated the cost of the project will be split in thirds. He indicated the 21St <br />Avenue portion of the project is nearly twice the cost of the Northern Lights Boulevard portion. <br />Through previous discussions with the City of Centerville, the 21st Avenue improvements will be <br />split 50/50. The remainder of the project will be paid by the benefiting properties. <br />City Engineer Studenski noted one affected property owner within this construction area may wish to <br />extend the project on 21st Avenue farther to the south, which w d substantially reduce the amount <br />of assessments by increasing the scope of the project. <br />City Engineer Studenski advised City staff recommends tha `' ouncil close the public hearing <br />for the 21st Avenue Street and Storm Sewer Improvements. <br />Mayor Bergeson asked what the estimated total cost or this project. City Engineer Studenski <br />indicated the estimated total cost of the 21st Avenu . .'ec x'11 be $333,000.00, which will be split <br />50/50 with the City of Centerville, for a total of $ X66, per City. He added the assessments for the <br />City of Lino Lakes would total $166,500, plus r Northern Lights Boulevard of <br />approximately $166,000. He indicated the tw ties combined would have a grand total of less than <br />$500,000. <br />Mayor Bergeson questioned whether <br />this project were represented this e <br />not be in attendance this evening. <br />regarding his proposal to ex <br />Lakes property owners that would be assessed by <br />gineer Studenski indicated Gerald Rehbein could <br />ted . Rehbein was scheduled to meet with City staff <br />ements to the south. <br />Mayor Bergeson questioned w ` h properties are owned by Mr. Rehbein, which City Engineer <br />Studenski explained. <br />Councilmember Dahl questioned how far to the south would Mr. Rehbein be proposing to extend <br />these improvements. City Engineer Studenski indicated the issue has not been discussed at this level <br />of detail. <br />Mayor Bergeson opened the public hearing at 9:52 p.m. <br />A representative of the Dairy Queen stated this project must be done and, if not, the road will be a <br />mess next year. He noted this road had at one time been blacktop, however, the City of Centerville <br />has allowed it to become a gravel road. <br />29 <br />
