COUNCIL MINUTES AUGUST 12, 2002 <br />• Circle Pines: 19.9 percent <br />• Centerville: 12.6 percent <br />Councilmember Carlson moved to approve the 2003 Fire Department Budget. Councilmember <br />Reinert seconded the motion. <br />Motion carried unanimously. <br />Consideration of Five -Year Plan, Continuation of Public Hearing, Linda Waite Smith, City <br />Administrator Waite Smith advised the City Council has reviewed two draft versions of the proposed <br />Five -Year Financial Plan and, during the Wednesday, August 7, 2002 City Council work session, <br />provided City staff with additional instructions for a third draft. <br />City Administrator Waite Smith recommended that the Five -Y financial Plan be continued to the <br />September 23, 2002 regular City Council meeting. <br />Mayor Bergeson opened the meeting to public comments o ear Financial Plan at 6:53 p.m. <br />Bill Combs, 6496 North Trappers Crossing, urged the C dC' 1 to move forward with the plan to <br />improve Holly Drive between Ash Street and Birch S 0 e indicated he has been a resident of this <br />area for three years and this road has been slated fog ': �' .rove ent for the past eight years. He stated <br />the intent had been to construct a walking trail al. g tstreet to address the safety concerns. He <br />indicated there is a great deal of traffic on this :' • t e road is used a great deal by pedestrians <br />and bicyclists and noted that the road has so spots. He asked that the City Council move this <br />project up on the City's plans and put in s. '' e sort of commitment to complete the road <br />improvements. <br />Sue Walseth, 6408 Cassiopeia Co <br />has been concerned about the Holly <br />a petition signed by 120 resi <br />improvements to Holly Drive, <br />as been a resident of Lino Lakes for 16 years and <br />ituation since 1993. She presented the City Council with <br />that the City Council follow through with the <br />g the construction of a trail for safety purposes. <br />Ms. Walseth reviewed the histo of this issue and reviewed past City Council meeting minutes <br />dating back to Council meetings of 1993, during which time this improvement project had been <br />discussed and ordered to be completed as part of the Trapper's Crossing development. She indicated <br />the result of all the meetings was that the construction of Holly Drive was critical to the Trapper's <br />Crossing project. <br />Ms. Walseth noted Mayor Bergeson was the only current Councilmember who had been serving on <br />the Council in 1994 and she asked that he take the initiative to inform the new Councilmembers of the <br />significance of Holly Drive. She expressed concern that resolutions passed by previous Councils are <br />not being followed through with and that improvements to 12th Street were being completed prior to <br />improvements to Holly Drive. <br />• <br />
